Risk-Based Online Single Submission (OSS-RBA) System has issued more than 200 thousand Business Identification Number (NIB) since its launch on August 4th, 2021. The number of NIB issued from 4 August to 18 September 2021 07.30 WIB is 205.373. This number consists of 187.435 sole proprietors and 17.938 business entities.
The highest daily NIB issuance occurred last week, 13.697 on Thursday (9/9) and 13.737 on Friday (10/9). The highest record achieved since the OSS 1.0 System was activated on 21 June 2018. From OSS 1.0 to OSS 1.1, NIB issuance averaged 3-5 thousand per day.
"In accordance with the Presidents instructions during the launch of the Risk-Based OSS System on August 9th, this system must provide ease to businesses, particularly Micro and Small Enterprises (UMK). And the data shows that 98,8 percent of NIB issued are for UMK," explained Tina Talisa, Special Staff to the Minister on Regional Relations/Spokesperson.
The Risk-Based OSS is the realization of Law Number 11 Year 2020 on Job Creation (UU CK), particularly Government Regulation (PP) number 5 Year 2021 on Implementing Risk-Based Business Licensing. Another governing article from UU CK is Government Regulation (PP) Number 7 Year 2021 on Ease, Protection and Empowerment of Cooperatives and Micro, Small, and Medium Enterprises (K-UMKM). The contents regulate ease of business for Small and Micro Enterprises (UMK) with low risk by giving them the special privilege of single licensing, which means NIB not only functions as an identity and legality but also incorporates Indonesian National Standard (SNI) and Guarantee of Halal Product Certification (SJPH) for products that must meet halal and/or SNI qualification.
During the period of 4 August - 18 September 2021, single licensing issued numbers 93.859 NIB. The top five single license business fields or Indonesia Standard Industrial Classification (KBLI) are Retail Business of Various Goods Which Mainly Food, Drink or Tobacco in non-supermarket or non-minimarket (traditional)/47112 (22.708 projects), Trading Other Retail Food/47249 (10.802 projects), Home/Eating Stores/56102 (8.757 projects), Movable Food Stalls/56103 (6.381 projects) and Retail Trade of Various Kinds of Goods Which are Not Mainly Food, Drinking or Tobacco (Groceries) in non-Department Store/47192 (3471 projects).
As stated by the Minister of Investment/BKPM Chairman Bahlil Lahadalia on August 9th, the Risk-Based OSS System is currently at 80% of its full features and function. The process of improving and developing will continue until the end of 2021.
