Investment Facilities / Incentives in Tourism Sector

  1. Tax Allowance for development of Tourism Zone (ISIC 68120) is available with no condition. Refer to Government Regulation No. 18/2015
  2. Import duty facility refers to Ministry of FinanceRegulation No. 176/PMK.011/2009. It provides exemption of import duty on machinery,goods and materials for industry that produce services services such as, Tourism and Culture, Transportation / Communications for Public Transport Services, Public Health Services, Mining, Construction, Telecommunications Industry, and Port.
  3. Value added tax facility refers to Government Regulation No. 31/2007

MICE or Business Tourism

Within ASEAN, Indonesia was fourth most popular business tourism destination. In 2013, business tourism comprised just 3.2% of the total international tourists arriving in Indonesia. Nonetheless, the number of MICE tourists grew from 236,000 to 283,000 visitors - That is a jump of 26% from 2010 to 2013.

Hotel Investment in The Last 5 Years

Foreign Direct Investment of tourism sector in hotel & restaurant reached US$ 513,1 million in 2014, an increase of 10.94% compared to its previous year. Increase also occurred in the realisation of Domesc Direct Investment where in 2014 its realization was US$ 133.1 million, an increase of 23,46% compared to its previous year.

1. SEZ Bitung

SEZ Bitung has the status of Special Economic Zone (SEZ) for fishery, coconut industry, and logistic support in East Indonesia which was newly launched by the Government of Indonesia in 2014. It has benefits for investors in terms of fiscal and non-fiscal incentives.

With the total area of 534 ha, SEZ Bitung is located in Tanjung Merah Bitung Village, North Sulawesi Province. SEZ Bitung is managed by the provincial government of North Sulawesi. SEZ Bitung area is designed by the Government as the centre of fishery, distribution, & logistic in Sulawesi Economic Corridor.

Government of Indonesia plans to develop Bitung Port into International Hub Port (IHP) Bitung. It shows the importance and the potential of trade industry and logistic in the future around. When IHP established, the service and good traffic in the eastern area of Indonesia will be higher in Bitung. Bitung Port development will also trigger logistic industry which focus to supply chain aspect.

2. SEZ Mandalika

SEZ Mandalika has the status of Special Economic Zone (SEZ) for agro industry and ecotourism industry which was newly launched by Government of Indonesia in 2014. It has benefits for investors in terms of fiscal and non fiscal incentives. With the total area of 1.250 ha, it offers natural beauty, panoramic view, and other tourism. SEZ Mandalika is located in Central of Lombok Regency, West Nusa Tenggara Province. SEZ Mandalika is managed by Indonesia Tourism Development Corporation (ITDC).

Mandalika SEZ is a place of natural and cultural preservation, and is one of the most beautiful place in the world. A place where local arts and culture are acculturated, such a prefect place for discovering Lombok. This area developed for MICE purpose, leisure spot, luxury lodging, and unique products from some region in Central Lombok. It has excellent tourist attraction on the island of Lombok: 7.5 kms white sand beach of the Indian Ocean, and various local attractions nearby to the Mandalika.

3. SEZ Maloy Batuta Trans Kalimantan (MBTK)

Maloy Batuta Trans Kalimantan has the status of Special Economic Zone (SEZ) for industrial, logistic, and export processing sectors which is launched by the Government of Indonesia in 2014. With the total area of 557,34 ha, SEZ Maloy Batuta Trans Kalimantan is located in The East Kutai Regency, East Kalimantan Province and managed by PT. Maloy Batuta Trans Kalimantan.

East Kalimantan is prepared as the central processing of palm oil and its derivatives, industrial minerals, gas, coal, tourism. It supported by abundant of resources consist of coal (the second largest coal deposits in Indonesia) and palm oil.

4. SEZ Morotai

SEZ Morotai has the status of Special Economic Zone (SEZ) for tourism, fisheries, and logistics which was newly launched by the Government of Indonesia in 2014.

With the total area of 1,101.76 ha, SEZ Morotai is located in Morotai Island, North Maluku Province. SEZ Morotai is managed by PT Jababeka, Tbk which has more than 20-years experience in township development including the flagship Kota Jababeka project in Cikarang, West Java, Indonesia.

SEZ Morotai is lying on the equator and calm zone (no cold weather and typhoon). The water quality suit for fish farming and the island has groper fish farm which can be shipped to Hongkong in five days. The clear water quality also suit for highly-priced south-sea pearl.

5. SEZ Palu

SEZ Palu has the status of Special Economic Zone (SEZ) for logistic, agro industry, mining processing industry and manufacturing industry which was launched by the Government of Indonesia in 2014. With the total area of 1.500 ha, SEZ Palu is managed by the government of Palu City. SEZ Palu is the first area designed by the Government as the centre of integrated logistics, agro-industry, heavy equipment manufacturing industry, and mining processing industry in Sulawesi Economic Corridor.

SEZ Palu is located in Palu Bay, Central Sulawesi Province having depth more than 200 m and width 9.300 m. It is connected with Pantoloan Port which is able to accommodate VLC - Very Large Container Vessel (>200.000 DWT).

6. SEZ Sei Mangkei

Sei Mangkei has the status of Special Economic Zone (SEZ) for industrial, logistic and tourism sectors which is launched by the Government of Indonesia in 2012 and officially operated on February 2015. With the total area of 2,002.77 ha, SEZ Sei Mangkei is located in Simalungun Regency, North Sumatera (3 hours from Kualanamu International Airport). SEZ Sei Mangkei is managed by PT. Perkebunan Nusantara III, a state-owned enterprise which has more than 50-year experience in plantation industry. SEZ Sei Mangkei is the first area designed by the Government as the centre of integrated palm oil industry with its derivative products in Sumatera Economic Corridor.

SEZ Sei Mangkei is designed as an integrated - modern industrial zone especially for palm oil industry. It has a downstream industrial estate for oleo-chemical industry and processing center of other agriculture estate commodities. The zone is equiped with supporting facilities such as commercial area, education centre, housing, medical clinic, sport facilities, and palm oil innovation centre for research and development purposes.

7. SEZ Tanjung Api-Api

SEZ Tanjung Api-Api has the status of Special Economic Zone (SEZ) for export processing, logistic, industry, and energy which was newly launched by the Government of Indonesia in 2014. It has benefits for investors in terms of fiscal and non-fiscal incentives.

With the total area of 2,030 ha, SEZ Tanjung Api-Api is located in Palembang, South Sumatera Province. SEZ Tanjung Api-Api is managed by the government of South Sumatera Province. SEZ Tanjung Api-Api is the first area designed by the Government as the centre of integrated rubber, palm oil, and coal industry.

Port of Tanjung Api-Api is an international seaport located in Banyuasin District, 80 km from Palembang, which is one of the major ports in Indonesia.

8. SEZ Tanjung Lesung

Tanjung Lesung has the status of Special Economic Zone (SEZ) in tourism sector which is launched by the Government of Indonesia in 2012 and officially operated in February 2015. SEZ Tanjung Lesung is located in Pandeglang, Banten, part of the western region of Java (170 km from Jakarta). With total area of 1,500 ha, it offers natural beauty, panoramic views and other tourism attractions. SEZ Tanjung Lesung is managed by PT. Banten West Java, a subsidiary of PT. JABABEKA, Tbk which has more than 20-year experience in township and real estate development including the flagship Kota Jababeka project in Cikarang, West Java, Indonesia.

Tanjung Lesung is nestled in the West Coast area of Java, in the Banten Province. Beaches on this coast is known to be some of the best as they offer good surf, calm swimming spots, considerably healthy reefs, and white sand.
